Fill a large pot with water and bring to a boil. Add potatoes and cook until tender (approximately 20-25 minutes). Peel and set aside.
Preheat oven to 325°F. Place garlic in a single layer on a baking sheet and coat with cooking oil spray. Bake until garlic turns golden brown (approximately 10-15 minutes).
In a large bowl combine the peeled potatoes, butter, and milk. Mash contents to desired consistency.
Add roasted garlic, black pepper, thyme, and salt. Mix well.
Garnish with scallions and serve hot with gravy and/or biscuits.
