In a large bowl, combine 2 cups flour, butter, milk, baking soda, baking powder, and salt. Mix well.
Spread the remaining flour over a clean surface. Take the dough mixture from the bowl and knead over the floured surface until dough is no longer sticky. Add more flour if needed.
Create 8 rolls out of the dough manually or with a biscuit cutter and place on baking sheet.
Bake rolls in the oven until they turn golden brown (approximately 10-15 minutes).
Smother with gravy and/or brush with butter and serve alongside holiday classics such as mashed potatoes.
